신공항 백지화 예견된 일?

지역 갈등으로 국론 분열을 초래했던 영남권 신공항이 또다시 백지화되면서 '국민과의 약속'을 강조한 박근혜 대통령이 스스로 원칙을 저버렸다는 논란에 휩싸일 전망이다.

2011년 이명박(MB)정부가 신공항 무산 결정을 내릴 당시 한나라당 대표였던 박 대통령은 "국민과의 약속을 어긴 것은 유감스럽다"며 즉각 반발했다. 이후 "신공항은 계속 추진해야 한다"며 대선 공약으로 신공항 건설을 다시 꺼내들어 레임덕 위기의 이 대통령을 흔들려는 것 아니냐는 지적을 받았다.

21일 MB정부 출신 고위 관계자는 "당시 부산 가덕도와 경남 밀양을 평가했을 때 밀양의 점수가 더 높았지만 정권 재창출을 위해 부산 민심을 외면할 수 없어 무산시킬 수밖에 없었다"면서 "당시에는 저가항공사 수요가 적어 경제성이 없었다는 이유라도 있었지만 지금 결정을 외면한 것은 다분히 정치적"이라고 말했다.

국가 명운을 좌우할 수 있는 대형 국책사업을 추진하면서 발전 가능성과 경제성 평가는 소홀히 하고 차기 대선에서 '정권 재창출'을 위한 정치적 목적이 앞섰다는 지적에서 자유로울 수 없는 대목이다.

여권 내에서는 부산 가덕도든 경남 밀양이든 특정 지역에 신공항을 내주면 여당 텃밭인 영남 민심이 분열돼 내년 대선에서 승리하기 어렵다는 분석이 지배적이었다.

정치권 일각에서는 대형 국책사업의 무산 결정에 총괄 책임이 있는 대통령이 직접 나서지 않고 외국 용역기관의 입을 빌려 발표했다는 점도 책임 회피용 아니냐는 지적이 제기된다.

실제 이명박 대통령은 신공항 백지화 결정을 내리면서 긴급 기자회견을 열고 직접 대국민 사과를 했다.

이 대통령은 "결과적으로 신공항 공약을 지킬 수 없게 된 것에 대해서 저는 개인적으로 매우 안타깝고 송구스럽게 생각한다"면서 "그러나 국익에 반하는 것이 분명한데도 계획 변경 없이 공약을 밀어붙이는 것은 무책임한 자세"라고 해명했다.
